Governor Hochul Expands SNUG Program with $20.7M Investment

Governor Kathy Hochul has announced a $20.7 million investment to expand the SNUG Street Outreach program, a community-driven initiative aimed at reducing gun violence in 14 cities across New York State, including Rochester.
This funding will support local organizations and hospitals by providing resources for outreach workers, hospital responders, social workers, and case managers—key figures who act as credible messengers to individuals at risk of gun violence. Their mission is to connect at-risk individuals with essential support services, fostering behavioral change and expanding opportunities for a safer future.
The SNUG program takes a public health approach to combating gun violence, focusing on identifying its sources, interrupting its spread, and treating those affected. Administered by the New York State Division of Criminal Justice Services, SNUG is a cornerstone of Governor Hochul’s strategy to tackle both the root causes and consequences of gun violence.
Recent data highlights the program’s impact. In communities participating in the state’s Gun Involved Violence Elimination (GIVE) initiative, shooting incidents resulting in injury dropped by 28%—from 817 in 2023 to 588 in 2024. This decline demonstrates the success of coordinated efforts between outreach programs and law enforcement.
Governor Hochul underscored the importance of these initiatives, stating:"Public safety is my top priority. That’s why my Budget invests in proven programs like SNUG to drive down gun violence, save lives, and keep New Yorkers safe."
In Rochester, SNUG has played a vital role in mediating conflicts and providing access to counseling and case management, helping to create a safer community. State Senator Samra G. Brouk praised the initiative, saying:"This $20.7 million investment will build upon the tremendous progress made through programs like GIVE. I applaud Governor Hochul for addressing the root causes of violence and supporting effective solutions to protect our fellow New Yorkers."
The funding will support staff, programs, services, equipment, and technology for SNUG locations in Albany, the Bronx, Buffalo, Hempstead, Mount Vernon, Newburgh, Poughkeepsie, Rochester, Syracuse, Troy, Utica, Wyandanch, and Yonkers. By expanding this comprehensive initiative, the state aims to create safer streets and stronger communities across New York.
